The Rīga Conference Future Leaders Forum 2023

 18-19 October 2023

Future Leaders Forum is an important part of the Rīga Conference and is aimed at young professionals with an interest in international relations, defence and security. It is a unique opportunity for the participants to network and debate issues of interest with peers, policymakers, academics, and opinion leaders.

The hybrid format of the event blends traditional in-person meetings with remote streamlined interactions among speakers and participants from Latvia and abroad.

Simulation exercise: Echoes of Influence: Memetic Warfare in the Global South
Led by Dr Balkan Devlen, Director of Transatlantic Programme and Senior Fellow at Macdonald-Laurier Institute, Canada

In a world where geopolitical battles are no longer confined to traditional theatres, the Global South becomes the next frontier for the clash of narratives regarding Russia’s war in Ukraine. Russia, Ukraine, China, and the West are striving to influence these countries and their burgeoning young populations as they try to win the battle of narratives.

This game encourages strategic thinking, careful resource management, and a creative approach to geopolitical competition. It also simulates the unpredictable nature of information warfare, where narratives can suddenly change, and public sentiment can be volatile.

Sustaining a Rules-based Global Order: challenges and opportunities
The rules-based international order is undoubtedly the foundation on which long-term economic, social and cultural prosperity across the globe is sustained. Without the effective functioning of the international order, chaos, war and conflict replace peace and stability. How do we strengthen the foundations of an equitable rules-based society? There are many perspectives on how this can be achieved; however, common to all potential solutions is the need for a comprehensive perspective on security and a systemic approach to producing resilience. In this session, we will discuss the requirements for a functioning international order that is fit for purpose in a time of disruptive change for a world that is built on diverse political, socio-economic and cultural traditions.

#PreBunkers is a workshop designed by the Atlantic Forum Academy based on the 'Bad News Game', an educational browser game designed by 'DROG' and Cambridge University, and uses declassified material on resilience from NATO's CIMIC Centre of Excellence and NATO doctrine on Information Operations. The game is classified as a serious game and a newsgame aimed at improving media literacy and social impact and has been described by the media as a "fake news vaccine”.

Strengthening Trans-Atlantic relationships to foster Global Security
As the nature of threats continues to evolve, so must our response. Such agility not only requires maintaining a technological advantage but also a set of continuous intensive collaborative efforts across a myriad of areas ranging from security and defence to energy and food to ensure sustainable supply chains. This requires political and diplomatic efforts to strengthen existing alliances and recognition of what needs to be changed to remain responsive and effective in the collective pursuit of stability and security. All of which are prerequisites of economic growth, and societal and cultural prosperity. In this session, we explore how NATO, the EU, and individual member-states, need to adapt to be able to remain at the cutting edge of innovation and be able to respond effectively to the diverse nature of challenges and evolving threats to make a meaningful contribution to building a secure and resilient global order.

War in Ukraine: Pathway to peace and implications for wider security in Europe
The war in Ukraine will have a lasting impact on regional and global security. The primary aim is to secure peace, where Ukraine, with the support of its allies, will be in a position to implement its recovery plan. While securing peace, we need to learn collective lessons to ensure that such conflicts do not occur; and how to reduce dependences that impact our ability to respond to aggression through cooperation. War and violent conflict are devastating and must be prevented; however, as we have seen, conflicts also create a window of opportunity to produce change and a focus on progress and development. In this session, we will discuss the impact of the war and what we can learn from it to make a positive change, from post-war reconstruction to strengthening wider security in Europe.
